We don't agree.
If basic concepts are shaky, difficult questions can hide the real weakness. Students may spend an hour struggling with a problem when the actual issue is something much simpler.
Our preferred progression is:
Foundation → concept → basic application → mixed questions → previous papers → timed examination practice.
Difficulty should increase as accuracy improves.

There is no single number that works for every student. Consistent, focused practice is more useful than simply counting hours. A student with weak fundamentals may need more guided practice than someone who is already comfortable with the syllabus.
